Do all animals have neurons that spike?

I was reading the NCP “Neural Circuit Policies” paper, referenced from their self driving car with 19 neurons paper in nature recently… but the neurons don’t spike (matching the C. Elegant Tap Withdrawal Circuit that the authors have been studying)

A vast majority (humans, pigs, cats, squids, fish, roaches, flies, jellyfish, etc…) all have spiking neurons. I think that’s enough cross section of the animal kingdom to assume all animals that have neurons do spkie

C. Elegans has some neurons which spike, but most don’t. Sensory systems including in humans often have non-spiking neurons.
