But a cell only has 4096 synapes, and each synapes has a permenace value ( increase or decrease every time step if the destination cell active or not). that cell can not has as many synapses to connect to all other cells in the TM ( 65535??)

Yes, every cell can only go up to 32 synapses per segment. That’s the limit. Synapses doesn’t grow in that segment anymore. Though it can grow in others if it choose to.
