You are following the trail that led me to the dumb boss/smart advisor model.
The lizard part of the brain (dumb boss) does The intensional part, the cortex (smart advisor) does the memory part. I have not seen anything that would really support any function other than some forms of memory in the cortex. The sub-cortical structures prime and drive the cortex to various states.
