Yes it does. Uninstall completely and reinstall.

Uninstalling NuPIC

Run the following commands: pip uninstall nupic -y pip uninstall nupic.bindings. -y Run these commands until you see console output similar to this for each command: Cannot uninstall requirement nupic, not installed You can also do this by running explicitly rming the nupic.bindings-* files from your site-packages directory.
