Is this a custom forum? or are you using a third party for this forum; if so who are they ? I love it and would like to use it for my work.

It is Discourse. I got it hosted for free because we are an open source community. @eviltrout and Jeff Atwood have been very good to us. 
They have fixed a bunch of issues and bugs for me, and keep our forum running pretty smoothly.
