Is it possible to create a algorithm that completely or partially mimics the working mechanism of the brain by having a theory?

Having a theory is insufficient - you would have to reduce it to practice.
Assuming you took that step; I would suppose that it is possible.

I think that it is possible and if you read through my posts you will see that I have been working towards that goal for the last 40 years.
